These terms seem dodgy to me aswell. Especially these parts:
-Money won using bonus money will be added to the player’s bonus balance. These bonus winnings will be released when the player meets the wagering requirements for the concerning promotion.
-Free spins are exclusively for use with the game(s) stated in the concerning promotion.

Can the freespins part be true? I win 5000€ during free spins and it has 35x REAL money wagering .... Thats how i would understand it.

Do not think panda is a bad casino or the rep is, but one would of thought if a player has self excluded & used the same address ,dob etc etc , then the casino has a responsibility to refund the players deposits. hiding behind the e mail address one if that is the case is just bull & all players should know this.

Maybe player is a liar, a cheat, a addict or has hundred fake accounts with them or maybe his side of story is true.
Either way NO casino has the right to keep his money, they can ban him exclude him seize winnings but they can not keep his money that is downright theft anyone justify that is a disgrace on here.

I think the Casino has a purposely speculative term there for seizing player deposited terms on duplicate accounts (and to be fair they are not the only ones to do this). It will not stand if its pushed down the legal route, and wouldnt even need to get that far.
I say speculative as if you were serious about stopping exisiting players from re-registering you would have match flags on more 2 or more fields with one of those being the postcode. That is incredibly simple for the Casino to do.
What you certainly wouldnt do is pick the one most likely to change - the email address - and then throw in a catch all term to seize any deposits in the event of duplicates.
I have to question which scenario it more financially advantageous for the casino.

The OP is clearly an experienced player, so he knows exactly what is happening and what the terms usually are.
Now, if he opened a duplicate account with a different email (as he said) then RP could argue that he was trying to commit fraud. Hence, confiscating is the right thing to do.
From the player side, yes, he maybe should have deposits back but TBH he shouldn't. It would be a good lesson for the OP to do some due diligence before opening another account.
He has said nothing about any abuse claims. Clean depoists without any bonus. What could be the goal of this fraud?
What is the point to puncture his story without any real evidence either way?
