I disagree that it doesn't matter.
With my "true random" slots (BTW, if you can think of better word(s) to describe what I mean I'd be happy to use them!) the RTP can ONLY be changed by altering the reel-strips or the paytable.
With other types of slot the RTP could be changed by a simple adjustment of a % setting in the back-end (like on UK pub fruit machines).
I'm not saying any online operators DO tweak their RTPs willy-nilly, but they could... and if they did it would be as good as impossible for players to detect it.
Changes to the reel-strips and paytable are FAR more likely to be noticed (e.g. Fruit Frenzy)

But Netent list the RTP of all their slots in the help file anyway, so unless we're worried that they'll stealthily lower the RTP and leave an incorrect help file in place, that's not an issue.
Besides which KK, with modern video slots being so complicated, even a slot with 'proper reels' could be messed about with RTP wise by just tweaking the bonus rounds, and leaving the reels the same. And anyway, Fruit Frenzy was only picked up on 'cause they messed up the reel change and left two pear symbols together on a reel, which stood out a mile, who would really notice a more subtle change?
As for the definition of 'true random', I'd say 'true random' is simply where the game result is a totally random pick from the entire set of possible results, nothing more than that. I think what you're talking about is 'random reel stops where the reels seen on screen are a true representation of the reels themselves and any position on the reels on any given spin has an equal chance of landing' - not as catchy though, I'll grant you that
