Full disclosure: I have an interest in this area.
Tonight I talked to chat at a newly launched OC, it was a simple question, request.
I don't normally do this kind of stuff, was more of an investigation. So what's up with this? IMO you should always be able to approve your doc's before signing on with an OC, or downloading their software if you want to, this site says it's only during a withdraw.
I think this is total BS, if a player wants to be pre-approved they should have an option.
