They are based in Costa Rica. There is also a tale of a player who was on holiday there, and popped into their offices to ask about a withdrawal he had been waiting for. "security" followed him out, and then gave him a beating and a warning to NEVER come into the office to ask about a withdrawal EVER again. THIS is the kind of operator that the government of Costa Rica allow to operate a business (there is no distiction between a normal business and a GAMBLING business, it's the SAME license). Any foreign business can get one of these "licenses", and so long as they contribute to the local economy by employing enough locals, and pay their taxes and fees, they will be left alone by the authorities. Gambling operators CANNOT accept Costa Rican players, so THIS is what the government there REALLY think of their licensed operators.
In terms of getting paid from Virtual, a mere 1 month is a very short time, many players have battled for MONTHS to get paid, and HAVE been paid in the end.
Virtual group tend to pay their "loyal" players first, so you have to APPEAR to be prepared to deposit AGAIN once you get paid, even WITHOUT a bonus (not that Virtual say this is ever necessary - in fact they don't even LIKE players who don't use bonuses, they have no delaying excuses to use).
Any serious action should be left as long as possible, because if you DO issue a VISA chargeback, you will NEVER see the money, and may also have trouble elsewhere. I believe you can wait up to 6 months from the incident, and still make a chargeback. You could ask for advice from your card issuer, tell them you THINK you might have a problem with this particular "merchant", but would rather NOT issue a chargeback until you are out of time, because you would rather the merchant sorted it out for you.
Once Virtual have returned at least your deposit, they will be protected from a chargeback provided they can prove to VISA they have done so. I expect you will at least get the 800 back from them.
You could tell them that you are no longer playing because there seems to be a problem in the withdrawals process, but would LOVE to play again once this is sorted because nowhere else has offers even close to theirs.
Above all, do NOT mention anything about having found Casinomeister, or other forums, as they will know the game is up, and that once paid you will NOT be back.
Shortly, the spam will start for other casinos in their group. It will NOT be obvious they are related, but IF they can get you to deposit at a sister site and win, they have further excuses to not pay, such as "serial bonus abuser".
