JUST RECEIVED THIS EMAIL; unfortunately for them the minute they transfer funds to the casino they are breaking the law. Without coming right out and saying it, they imply it should not be used to fund casino accounts since that is illegal in our jurisdiction.

In response to recent publicity about the use of EcoCard for online gambling purposes EcoCard would like to draw its US located customers attention to the Terms of Service they have previously agreed to, and in particular, Section 8 International Use, which clearly states;

Specifically, you agree to comply with all applicable laws regarding the transmission of technical data exported from the country in which you reside. It is our assumption that international users are signing up for an EcoCard Account only after determining that opening and maintaining an EcoCard Account violates no laws or regulations in their respective country and jurisdiction. If you are an international user, you warrant that you are violating no law or regulation by your use of EcoCard, and you indemnify us for any and all liability that might arise from your use of the Service.

Go to the EcoCard site, access the T&C and look up section 8.1

Regardless, I'm not sure what that section implies as regards to online gambling. If you are not in a prohibition state, then there is nothing illegal about making wagers online. The new law specifically makes it illegal for banking institutions to facilitate electronic money exchanges if it is known the exchange is for online gambling. That dance is between your bank and the casino processor, and has nothing to do with you.

Conversely, if you -do- live in a prohibition state, then you -are- definitely breaking a state law, and section 8.1 from EcoCard should probably concern you.

I'm not a lawyer, I just play one on TV. Do your own due research... :)

I got the email, too. (I've got an account, tho never used it.) I do wish they would say what they mean.

I do not consider it illegal for me to gamble online. I do not make sports bets. The UIGEA affects financial institutions, and not what I specifically do (as I understand it).

So. Are US players going to find their money locked up in ECOcard in the near future?

Canadians are getting the shaft, too, and I can't get a handle on WHY. Boggles my mind. I hate it when something sinister is going on behind my back and I don't know exactly what it is. Ummm... is that paranoid? Hell, like I said before... Just because I'm paranoid, doesn't mean they're not out to get me.

Author Jerome Corsi filed a Freedom of Information Act request yesterday asking for full disclosure of the activities of an office implementing a trilateral agreement with Mexico and Canada that apparently could lead to a North American union, despite having no authorization from Congress.

As WorldNetDaily reported, the White House has established working groups, under the North American Free Trade Agreement office in the Department of Commerce, to implement the Security and Prosperity Partnership, or SPP, signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, March 23, 2005.

Corsi specifically has requested the partnership's membership lists, constitutive documents, meeting minutes, meeting agendas and meeting schedules as well as all findings, reports, presentations or memoranda.

He also wants all comments to representatives of the "Prosperity Working Groups" or other working groups, committees or task forces associated with the partnership along with internal and external interagency or intra-agency memoranda of understanding, letters of intent, agreements, initiatives and budgeting documents.

Corsi believes President Bush effectively agreed to erase U.S. borders with Mexico and Canada when he signed the SPP.

Geri Word, the administrator in charge of SPP, confirmed in a telephone conversation with Corsi that SPP.gov has not published the membership lists of the working groups or the many trilateral agreements the website documents indicate are being implemented.

"This is all being done by the executive branch below the radar," Corsi told WND. "If President Bush had told the American people in the 2004 presidential campaign that his goal was to create a North American union, he would not have carried a single red state."

The president, Corsi maintains, has charged the bureaucracy to form a North American union "through executive fiat ... without ever disclosing his plans directly to the American people or to Congress."

Attorney Robert A. McGuire, who filed the request on Corsi's behalf and is preparing further requests, says if the president "is creating a new North American union government without the full and complete knowledge of the American people, we are facing a severe constitutional crisis."

The purpose of the FOIA, he said, is to get the "full facts exposed in the light of day, available for the American people and for Congress to examine and decide."

Rep. Tom Tancredo, R-Colo., is demanding the Bush administration fully disclose the activities of the SPP office.

Tancredo wants to know the membership of the SPP groups along with their various trilateral memoranda of understanding and other agreements reached with counterparts in Mexico and Canada.

Many SPP working groups appear to be working toward achieving specific objectives as defined by a May 2005 Council on Foreign Relations task force report, which presented a blueprint for expanding the SPP agreement into a North American union that would merge the U.S., Canada and Mexico into a new governmental form.

Hmmm... well, since I haven't deposited or played online since mid January, I don't think I'm worrying more about placing a bet than 'what is taking place' in my country...

And I've got to do more research on this 'north american union' before I get upset about it. One source does not particularly convince me.

ok so it sounds like eco does not want u.s to use the eco account to fund a casino, what about a casino funding our winnings to eco? is that still possible? the casinos that i play at tell me that they prefer eco for the u.s as far as payouts.
