But court rules N.Y. man embroiled in dispute can't pay by unusual method

BINGHAMTON, N.Y. - An upstate New York man embroiled in a dispute over his water bill is not being allowed to pay off his debt with a check written on toilet paper. Ron Borgna tried to settle his $2,509.66 bill with a check written on floral print, two-ply toilet paper Wednesday.

The disagreement began in September 2006 when Borgna received a $422.90 water bill. Borgna claims he was overbilled. With additional charges, penalties and late fees that bill has grown.

Binghamton city officials refused to accept the check. After a short argument, Borgna was escorted out of the building.

Borgna says he is appealing the judgment against him in small claims court.
 
that is awesome. i am not lying when i tell you i once paid a ticket in pennies. i was in miami in the mid 80's didnt have a quarter and was told they couldnt break a fifty dollar bill. i was given some sort of citation. i did not go to court knowing, with an out of state dl, it would never show up in those days. i waited until i saw the same clerk again and tossed a sock full of pennies to him with the ticket and a special note from me. might not have been 35 bucks in reds but it was a few handfulls. i am pretty sure i paid a ticket in court that way too but cant remember the details or i just dreamed the whole thing.:)
 
how can you tender t-p as a cheque? is it really possible to write on a plain piece of paper "pay to the order of x the sum of y", sign/date it, and it becomes a negotiable instrument? i thought you had to get those special numbered pieces of paper from your bank :confused:

and if the guy's just being funny and blowing them off by giving them worthless t-p, no wonder they go after him because regardless the amount, he is still in owing of at least some money to them. that's why they been sending bills and imposing late fees earlier too, because he has outstanding payments. pay your bills, guy.

(if he paid all he believes he owed and only left the disputed amount outstanding, i apologize, however he should still be working toward a solution and communicating about the dispute, not clamming up and refusing to pay, letting fees accrue on the account)
