Rep Power?

Okies.. I did a search for this on the site and either am to dumb to search it right or it doesn't exist here haha

I have noticed:
1.) I have been here for a year since 3/25/2008 Woot!
2.) My 'Rep Power' - 3 little green dots, hasn't changed in this last year..

Exactly what does rep power mean anyway? And.. how do you raise it?

Poor lil green dots are getting so dusty @3 points am about to go dig out my "Swiffer Duster" and give em a good cleaning
