On 5th December Skrill, Neteller and Paysafecard are stopping all deposits and withdrawals from Aussies to sites without a Australian gaming licence.

There is no casino with an actual Australian online gaming licence. It's not possible to obtain.
However, there are sportsbooks.
So to answer your question, you will not be able to use Neteller, Skrill or Paysafecard for the use of playing online casino.
We all know that Australian gamblers don't get taxed, if you were referring to my comment I said if we were taxed.
I personally do not think there is anything fishy about the accredited casinos I play at.

I'm sure that if there was a way for serious online casinos to get a license in Australia they would obey the regulations, and pay the taxes, that the B&M does. You could have a central self-exclusion registry including central register to set limits etc.
If the Australien Government did it right it is my belief that they could protect problem gamblers far more than to impose a ban. Soon it will just be rogue operators to play at who are regulated by Curacao etc. That means NO player protection what so ever.
My guess is that this bill is "bought" by James Packer as a way to protect his investments in land based casinos in the same way as Steve Wynn and Sheldon Adelson "buy" politicians in the US.
