I have a very interesting question which I am totally unsure about.

I contacted Cyberluck(now known as Curacao eGaming) and was asking them about some casino which says that they are licensed in Curacao and etc.

The funny thing I got from them is this very interesting piece of information "For our seal to be valid it must link to a live database to display valid or invalid."

Now, I'm not too sure about most of the Rival Casinos but if I'm not mistaken about 95% of them are registered or at least licensed in Curacao but they do not have a link to their so called "live database". So are they actually having a VALID or INVALID license?

Also I would like to know if there's any other Gaming Authority in Curacao? Is Cyberluck the only place to get license if you would like to register in Curacao or is there another party which is doing this there?

Hope you guys could give me a bit more information on this.

I totally do not mean Rival casinos only. Of coz there are others as well.... example would be our greatest friend which is plastered all across the board, High Noon Casino.

Is there a regulatory body for the casinos licensed in Curacao?
 
You are right to be vigilant and take account of whether a casino is licensed and where but since Curacao is not a serious licensing jurisdiction this may be a moot point.
If you play at a Casino licensed in Curacao you may as well be playing at a non licensed casino or a casino "licensed" in Costa Rica which is basically the same as no license at all.
I have explained why in recent threads which I am sure you can find via the search facility in the forum.

If only enough players took the responsibility to educate themselves and only play at Casinos that are licensed in jurisdictions with strong regulation and a reputation for taking player complaints seriously then things would improve somewhat as Casinos would be forced to follow the market and so come under the influence of such jurisdictions.
Of course as has been shown the definition of what represents a trustworthy regulatory body appears to keep changing and currently there is no incentive for Casinos to be licensed by strong regulatory bodies such as the UK gambling commission - thus, players are not only playing on an unlevel playing field, the goal posts are continually moving as well. (and the referee is paid by the opposition to officiate)

Does that sound like a fair game?

You know, I really don't see much trouble coming from Companies who are licensed under Gibraltar and Alderney. Those are the only 2 places which I have yet to see any problems with their gaming licensees.

Other than that, there's no others which I have not heard problems from. LOL.

There is a regulatory gaming body but they are toothless, useless and irrelevant to the player.

I agree with you about Gibraltar and Alderney and I would put the Isle of Man slightly ahead of those two.
Unfortunately it is a fact that even these jurisdictions have softer regulations than what are necessary to guarantee software that is fair and not misrepresented but if you enjoy remote gaming these are currently the best jurisdictions that host many Casinos with popular software.

Curaçao may be a nice place to visit, and I know some really good people there, but as a licensing jurisdiction, it's relatively worthless. They have virtually no track record of assisting players, and there are numerous rogue-like entities that use Curaçao as a licensing jurisdiction.

How many countries actually recognize Curaçao as a valid regulator? One more thing: egaming licences enable gambling operators to "advertise" in a given country. Does that mean they CAN operate in a specific country but not advertise?

No many, but not many recognize Alderney or Isle or Man or Gilbraltar (outside of UK). If operators can operate, they can advertise, but most jurisdictions/countries these days make you go through the local gambling authorities, so they can keep revenues in the country.
 
Hm. I don't know how Curacao is in terms of player support -- probably as bad as everyone says -- but you can't be "licensed" in Curacao if you're an unlicensed Costa Rica operation. Take it from me, I'm deep in the middle of trying to set my casino up right now. To get a Curacao license, you have to have a corporation in Curacao. In addition, most casinos claiming to be licensed there are actually sub-licensees to one of a few master license holders. These are audited periodically. The costs to the casinos is fairly high. Not as high as the IoM or Malta. However, it is a world of difference between that and a completely unlicensed Costa Rica enterprise.

The fact is, there is almost no such thing as an unlicensed CR casino anymore, other than sportsbooks that have a land-based component. It doesn't exist. The reason it doesn't exist is that if you want to land funds from players in the EU, you have to bank in the EU. And processors in the EU won't do business with casinos who don't have a license from a country that is considered okay. Basically, EU offshore locations, Kahnawake, Antigua and Curacao make that particular white list. While it's true that Curacao is not on the UK advertising white list, it is recognized as a legitimate licensing jurisdiction by banks that do business in the UK; meaning that a Curacao-licensed casino can get processing there. On the other hand, a Costa Rica operation will not have a legal path to taking payments from the UK. The only way for them to take payments then is to run it through a gray-market processor who recodes the transactions. The cost of that is so high (about double the normal processing fees) that it doesn't make sense for any casino to do it.

Now none of this is to say that some casinos haven't figured out ways to stay in Costa Rica, land funds in Panama or somewhere, and game the system, then lie about being licensed somewhere they aren't; but a quick call to the licensing board should clear up the question. And licensing in Curacao is a pretty heavy proposition at least from this coder's standpoint, as far as how much operational control they want over your servers, etc. It doesn't appear to be a pay-to-play thing where they just take the casino's money and then leave them alone to turn rogue.
