With the new legislation every online casino that wishes to operate in Greece has until 20 January 2012 to apply for license.

So far only two casinos did that, Goalbet and Grandx. I have never heard either of them.

Please reply on this. Anybody that can supply any information on this is welcomed, especially casino representatives. I would like to hear from all the accredited casinos, what actions they have taken for licensing in Greece.

The best option would be to PM the accredited casinos individually and either ask them privately or direct them to this thread.

Mostly, reps only comb the forums for threads specifically mentioning their casino so they might not pick up a thread of this nature.

Make sure you allow a few days as most reps don't come here every day.

I thought at least the best of the best (32Red) would answer this question.

32Red is targeting regulated markets. They have previously said that they for example are planning to go into the Italian market this year. This expansion alone is quite large and probably expensive (and significant) for 32Red. But I do not think that 32Red has any plans to apply for a Greek license at this time. The Greek legislation itself has been very controversial. The general economical situation in Greece is probably also regarded as unattractive by many operators.

I contacted 32Red support and they said nothing has changed. Same answer from CR support. I don't believe them though.

As for the general economical situation in Greece, it looks bad, but:

1) At these times more and more people think a big jackpot is the answer for their problems.
2) Things will change rapidly the next 1-2 years. For the better! What we are experiencing now is the fight between certain politicians as to who will profit from that change.

Greek or not, we all would like to hit a jackpot :D

But you know, even land based casinos in Greece have been struggling in recent years. They had a drop in revenues of about 18% in 2011 compared to 2010 (-17% in 2010 and -16% in 2009).

As Ekathimerini.com wrote about this:

The decline is attributed to the drop in the disposable income of Greeks, to the proliferation of illegal gambling and to the uncontrolled expansion of electronic gambling.

Market experts point at the similarly negative picture in games of chance such as state lotteries, racing etc., busting the myth of people resorting to gambling in times of crisis.

Land based casinos in Greece operate at 22% profit (slots), and OPAP (government managed) that monopolized Lotteries and sports betting, is "robbing" Greeks with ridicules payouts! With the increase of the percentage of home internet access the last years, no wonder everybody turned to online gambling.

According to the Greek president of the Committee of Surveillance and Control of Gaming, Evgenios Giannakopoulos, Greece is also having problems with unauthorized gambling companies. As a result, more than €7 billion in taxed Revenue is lost every year.

"The effort of the Greek government to tax the online casinos failed completely, since no one of the big and known companies asked to legalize their operation and pay their taxes for 2010 and 2011. On the contrary today the only legal companies are four new companies in the Greek market that declared beginning of activity in the dues 2011 and of course they cannot be taxed for uses 2010 and 2011. It is the companies Goldbet, Grandex, Championsbet.net and Casinostar777.com, that henceforth can be advertized and activate itself freely… According to the law, now the Committee of Control will prevent the transactions and interrupt the operation of all other companies that operate in the Greek market and did not ask to be legalized."

It is getting harder and harder for us Greeks, to believe that this is just another monumental display of incompetence and stupidity from our government!

24 are, according to informations, the companies that received provisional authorization of activation in the domestic online market, in the frame of law 4002/2011 that aspires, but still does not accomplish, to regulate gambling in Greece. Between these we don't find any of the big names, which represent the 80% of the 5 billion of annual online betting in Greece. The corporate forms that have received provisional authorization are:

Factors of market think that there will soon be another radical revision of legislative frame, after its without doubt failure to control and tax the online gambling.

An appeal to the Council of State was submitted by the RGA on taxation adopted by the Greek Government.

According to the RGA, objective shall be the cancellation of ministerial decision dictated the retroactive payment of taxes both on gross revenues of providers, and on the profits of the player.

This action is based on the argument that the proposed tax measures are unconstitutional, violate the right of business and are not consistent with the principle of proportionality. In addition, the proposals do not comply with the principle that international treaties take precedence over any conflicting provisions of Greek law.

As RGA, supports the proposed tax obligations for Internet providers is unconstitutional and incompatible with the requirements of the EU, at the same time that the Greek Government grants in OPAP, which holds a monopoly on offline gambling market, extension of existing authorization for maintaining a monopoly in offline gaming market for 10 additional years. The extension of the authorization is valid for the period 2020-2030, was unclear, which flies on the principles of fair competition.

In addition, today OPAP does not have to pay taxes, while internet service providers will be obliged to pay taxes of around 30% on gross profits. At the same time, it should be noted that OPAP's customers are not subject to withholding tax of 10% (for winnings under 100 euro).

Clive Hawkswood, RGA CEO said:

"The RGA believes that the opening of the Greek online market is a positive step. However, the proposed taxation will create major problems, putting non-competitive financial burdens to potential franchisees. There is no doubt that the implementation of these proposals will mean the failure of the regulation of the market in expense of the Greek Government and Greek consumers. There is still time to revise the rate of taxation. In this context, I hope that the officials from the Ministry of finance will be willing to discuss with us alternatives, which will be viable.

At the same time, we are waiting for the response of the European Commission on the two appeals filed, to ensure that Greece will meet the fundamental operating principles of the European market ".
