I'm not sure you can classify it as "personal and libelous", especially if bedita can prove his allegations.

If Mario has not refunded his/her deposit, then as Bedita claims, he is simply lying.

Bedita needs to post when he made the deposit at Grand mondial and when the money was refunded. Mario shall then have to provide an explanation on this if the period was unreasonably long.
