Has Neteller ever said what it will do with any funds not retrieved by the 26th?
All it seems to say is that withdrawal cannot be made through the web interface after this date. If Neteller want to completely disentangle themselves they need to have a plan for ALL funds they hold for US holders, and a plan agreed with the DoJ as to what happens to unclaimed funds. failing this, the funds will remain "in trust" for those US customers for many years. Here in the UK, there is no limit as to how far back you can go when tracing idle deposits, so long as you can establish entitlement.
Neteller could, of course, pull the old trick of levying an inactivity charge each month until dormant accounts reach zero, and then close them without further liability. It's just a fancy way for them to quietly confiscate the money, and the fee method removes the right to reclaim it at a later date unless the owner can show that reasonable efforts were not made to inform them of what was required.
If Neteller have current details with which to get in touch with the friend, but fail to do so, this does not constitute "reasonable effort". They should also use the post, as E-mail addresses can change with a change of ISP, but a postal address remains valid for as long as someone stays put, and using the post , and recorded delivery, is usually taken to constitute a reasonable effort to open communications.
It maybe the amount is small, but if not, your friend had better get moving while the defined process is still active. If Neteller can screw something up, they will, and 23 days may seem a short time if they do.
