I thought there were a few others that they have 'allowed' thats why I asked. Something about some who have made another site with .gr ?

So, the Greek government know of these places, they are unlicensed, yet they are officially listed as "allowed" for the moment.
Yet AGAIN a breach of EU single market rules. They have blacklisted some companies, and knowingly allowed others, even if on a temporary basis. They have no basis in law for differentiating those in the blacklist and those allowed for now, not even under the recent Greek regulations that have made ALL these sites illegal.
A site on the blacklist can now also challenge the preferential treatment of those on the allowed list, asking why they cannot also be temporarily allowed on the same basis (whatever the hell that is).
According to the new Greek law, every site should be added to the blacklist as soon as the authorities become aware of it's existence and unlicensed status.
They knew that, so they tried to create a legal reason.
So they invited everyone to obtain legal status. The catch was that new companies didn't have to pay, but "old" companies had to pay 300 million euro.
24 new companies were created over night. And applied for legal status. And now they are legal without a license.
The big reputable companies said : "Pay you 300 million?! And you aren't going to give me license? Are you crazy? I can't do that! I won't do that!"
And the Greek government: "Ok, if you don't pay, that means you want to be illegal and I will ban you forever."

so why issue the blacklist,... just issue a list of those allowed.
what about those that are not on either blacklist or allowed? technically we are not playing blacklisted companies right?
Technically you are facing a 1000 euro fine per gaming season.
"6.2.3. the participants as players, via IP operating in Greek territory, in games offered and conducted by non-licensed providers, levied a fine of one thousand (1,000) euros per gaming session. If the player is a minor, is imposed a fine of ten thousand (10,000) to every person who has legal custody."
If you don't understand, that means EVERYONE, even the "legal" ones, simply because nobody has license.
Word on the street is that the agents of the OPAP offline network are not happy. They expected much more profits after the ban. So they are going to push for immediate actions against the players, to scare people. Don't let them make an example out of you.
It's sure to backfire.....
There is of course the small matter of the risk that the Greek government will have to hand all the fines back and pay damages if the EU rules that the legislation has breached EU single market rules.

1) They are (officially) paid by OPAP.
2) They have OPAP as their official advisor.

Clear conflict of interest. Maybe they think the EU court is too dumb to spot what is going on here.
Of course, should Greece decide to pull out of the EU rather than continue to do what they are told during the bailout agreements, then the HGC can do what they like without having to worry about whether it's against EU rules.
It's just going to be a matter of time, and I am sure that if Greece has to start negotiating for more concessions, the big EU based gaming operators will be lobbying for the HGC to be "slapped down" and adhere to the single market rules as part of any further agreement. They are probably doing this already, but it takes time.
1) Greece can't leave euro without destroying euro and herself. The president of Germany's central bank has warned against the "recklessness" in talking up the prospect of countries having to break out of the eurozone group.
Speaking to the German monthly Capital, Bundesbank president Jens Weidmann said: "What vexes me is how recklessly people invoke such a scenario. An exit from the euro would have grave consequences for the countries affected, as well as for everyone else.
Monetary union is not some sort of club, which you can easily quit and then quickly sign up to again.
Whoever suggests it underestimates the interconnectedness of the different eurozone economies. An exit would also have far-reaching consequences for our banks and companies."
2) The bailout terms have nothing to do with fighting corruption, improving competitiveness and other beautiful things like that. They destroy Greece and euro zone.
3) I said it before. Greek government is able to do troika's will (and destroy Greece), buying time with media propaganda bought from OPAP's money.

If Greece can't be allowed to fail, how come the Greek government just sit back and watch their country go to ruin over the bailout deal.....
