The most contributing factor is the over regulation in the UK markets that drives players away from UK regulated casinos. Matters such as max £5 stake, no auto play, no quick spins, intruding SOW requests, no bonus offers / incentives / VIP treatment, over taxation on operators resulting in lower RTP slots etc. enforced by Government are to blame for the increase in offshore casinos. Prior to this over regulation there were already tools available to players such as breaks from gambling, loss / deposit limits and self exclusion options.
Basically, because some can't control their gambling habits and seek to blame all but themselves, those that can control their gambling had to suffer leaving them to play elsewhere.
I play offshore for these reasons and have not experienced any issues whatsoever. When I have a winning session and cash out, this is processed immediately. You just have to be careful which casino you choose to play on, so research is critical.
