When i get a large credit into my bank account, if it is from a new source or cash, I always get questioned about it and, without fail, they always tell me I'm being asked under the anti money laundering laws.

Bebo there would be many ways to launder money through casinos.

Thats why casinos are quite strict with rules about withdrawing to methods you used etc.

And as some methods are basically like using cash if you deposit loads and keep withdrawing a casino will check it out.

For example i deposit at a casino using my Debit card several times. I deal drugs and have thousands of dodgy money kicking about. I then start buying £100 paysafe vouchers with cash and deposit in casinos. Play lose some or win and make a withdrawal back to bank.

That money is now clean in my bank. Keep repeating process. Maybe lose 300 out of a thousand deposited but the 700 in bank is now all clean and legit.

Thats exactly it, although most would do say

Deposit 900 with paysafe or similar
Deposit £100 from bank (so it looks like you made a deposit then withdrew winnings)

x 5
withdraw to bank account

guaranteed to walk away with 980 clean cash, much cheaper than paying someone to do it

The reason you deposit from the bank is that, if you don't then it could be questioned where the stake money came from.

Much easier ways of doing it though than using online only casinos. FOTB's as an example are much safer.

IMO that is not a quite accurate statement Dan. It is clear that this information is asked because of the need to comply with AML regulations.

The fourth AMLD needed to be implemented by June 26, 2017 (not sure if MT has implemented it to their national law yet), but its has some direct effect regardless. And there are some margin of discretion to Member States, so like you said, this is a somewhat new situation.

Now, art. 39 of the fourth AMLD (Prohibition of disclosure) concerns the next step of process, i.e. when the reporting entity has concluded in their risk-based assessment, that there is suspicious activity and that the "entity knows, suspects or has reasonable grounds to suspect that funds, regardless of the amount involved, are the proceeds of criminal activity or are related to terrorist financing" (and therefore, needs to file a STR, suspicious transaction report).

So, IMO, if a casino asks from a verified customer ID again (holding it to next to your face or not) and/or source of funds information, something has triggered the in their system ("something ain't right"). It's a delicate business decision how this in handled. Time will tell, how well casinos do their job in this regard. Be too aggressive and the customers will bail. Be too lenient and face liability for non-compliance.


If anyone is interested, here's some of the key articles of the fourth AMLD which relate to CDD:

Art 11 requires obliged entities to apply customer due diligence measures in the following circumstances:

(d) for providers of gambling services, upon the collection of winnings, the wagering of a stake, or both, when carrying out transactions amounting to EUR 2 000 or more, whether the transaction is carried out in a single operation or in several operations which appear to be linked;

(e) when there is a suspicion of money laundering or terrorist financing, regardless of any derogation, exemption or threshold;

Art 13 requires that CDD measures shall comprise:

(a) identifying the customer and verifying the customer's identity on the basis of documents, data or information obtained from a reliable and independent source;

(d) conducting ongoing monitoring of the business relationship including scrutiny of transactions undertaken throughout the course of that relationship to ensure that the transactions being conducted are consistent with the obliged entity's knowledge of the customer, the business and risk profile, including where necessary the source of funds and ensuring that the documents, data or information held are kept up-to-date.
