SpinandWin and Kitty Bingo (sister site) are both ok to play at IMO and you will be paid (48hr mark) but their bonuses do have quite high wr of 35x deposit and bonus.

There are a few casinos that don't like giving bonuses on NETeller deposits I'am not sure why (fees maybe) but it is strange as a lot of players use this payment method.
