Yes, You're able to download still, but the file becomes corrupt/unusable.
Someone with the problem should at least try this, if only to rule DNS problems out. This is Windows, and you will be surprised at some of the unlikely solutions proposed that actually turn out to be the correct ones.
The DNS is usually set up by your ISP, however if the ISP has faulty DNS, or is deliberately blocking some sites, problems will occur. If it is ISP blocking, rather than "automatically detect" you want to specify a third party DNS that is not subject to censoring. Firewalls that screen out some sites can also cause this problem.
Many casino installers are not actually installers, but a small application that then "calls home" to the casino server to download and install the casino. If this "call home" function is blocked, you will get an error when trying to install. If it is a firewall issue, it should be possible to configure it. I have mine on "notify when blocking", so that I can allow Microgaming clients to access the update server. I have noticed that this action is blocked by default in the firewall, and without notify switched on, it would fail silently, and I would be wondering why no MGS casino could launch and install the games.
Most security software considers online casinos as "high risk", hence they tend to be blocked. Players have to configure such software themselves to allow them to work. CS will often just say "disable your security", but this can be very risky, and configuring it is the better option.
