Pamper Casino - not following BJ Switch rules

I was playing BJ Switch at Pamper Casino (not for 'real' money, just for fun with a coupon). The rules say that 'Dealer hits soft 17'. I had a 19 and BJ. Dealer had soft 17, so he hit. He drew a '4' and now has soft 21. He should have now stood on that, but he continued to take hits. Next drew a '5' for a hard 16, and an Ace for a hard 17, which he finally stood. While it benefitted the player in this case, I can easily see a glitch like that negatively affecting the player. I know Pamper isn't a recommended one or anything, but just wanted to throw this out there.

I'd LOVE for any dealer/software to keep hitting even when they score a 21, soft or not. :D

This will rarely benefit the casino. because obviously they're going to keep hitting any soft hand until they score a hard point or bust. I'd suggest to not report it...they're rogue anyways, aren't they? ;)

I wonder if this glitch is in all of the blackjack games or just switch.
 
That to me just sounds like proof that at least this particular BJ game is not random but RTP based, so nothing more than a glorified slot machine.
