Napoli casino scammed me of over £8000 in 2021. My bank wont chargeback.

Alas if your bank won't chargeback it's difficult.
I assume it was bank deposits and not credit cards, as if credit cards they were banned for UK residents and shouldn't be allowing any gambling deposits anywhere.
I'm not sure if the Ombudsman would consider it the bank's responsibility to refund lost gambling transactions, even when you prove it was unlicensed. The scam casino (and Napoli are one of the worst ever, see 1668/JAZ threads which you appear to have done already) is not within UK jurisdiction and is simply run by anonymous organized criminals from outside the EU, the money would have gone through numerous laundering processes years ago when you played there.
I'd sadly rate your chances of success with the Ombudsman at <10%
