If the provider sets it, that's usually on the Operator's request. Some have various RTP models, and can turn on (or off) enhanced bets and/or bonus-buys, for instance. The min bet is usually set, but not in stone, and max bet also depends on the Operator. Specifically with modern games with crazy max wins.
Well ultimately the game provider designs the slots minimum and maximum stakes and RTP etc for any given slot. However it is my understanding that the casino chooses what they want to offer in way of stakes and RTP from the ones available for any given game. Some providers may also control this via the contract the casino signs up to.
For regulated markets such as the UK the regulator has the final say on max stakes being offered for example £5 on slots, so it’s a mixture of all involved really.
I appreciate all the replies. The casino I play at made the minimum stake for More Turkey 0.20 yesterday. I guess what the customer service reps were sayin was that the provider (BTG) made the lowest minimum stake 0.20 yesterday.
Took 'em long enough. That game's minimum stake at the casino I play at was 0.10 for years. About half a year ago, they changed it to 0.05 surprisingly.

The OP is a question which usually applies to maximum stakes, minimum to medium are usually pretty generic across sites, although rarely it's been known for some casinos to have a higher minimum stake for obvious reasons.
Casinos choose what stakes they allow. I know many casinos that only allow 20 cent spins on san quentin, 60 cent spins on Mental, 50 cent spins on peking luck.
They cant lower it themselves per se but they contact the software provider and request it be done.
