That is very odd! You would think she would keep it cut short. In the picture it is quite long.

You know, I hadn't even thought that, but you know how teens are (even tweens) they like to have their hair whatever style they want it, I guess this young lady just wants to have long hair but the disorder she has got is something I'd never heard tell of, until last night.
