I will come back with some info for you later today, need to see what changed since I last checked. Gambling is not illegal, but the choices are limited.

Electronic casinos closed now

There are only two legally operating casinos at Budapest (Tropicana Casino and Las Vegas Casino), since many casinos offering only electronic slot machines were forced to close last year. Those two are within a few minutes of walk to each other, so you can change to the other if you do not like your first choice. There is no strict dress code other than casual, no shorts, etc.

The English version of the web pages of these casinos leave a lot to be desired, but I add the link of those as well for the sake of completeness. It was a long ago I visited these casinos, but they should be perfectly safe and I cannot say which one is the better. In general in Budapest you should be OK with English assuming you talk to someone under 35. This is especially true in a casino.

Tropicana Casino

This one is fully owned by the government's agency and it is in the heart of the city near Chain Bridge on the Pest side of the city.
For table games, they claim to have (on their Hungarian web page)
8 roulette tables
6 Blackjack tables
1 Caribbean Stud Poker with progressive jackpot
1 Ultimate Texas Hold’em Bonus Poker
For poker, they have 14 Texas Hold’em tables

For slots, they claim to have 177 machines:
90 NOVOMATIC
25 AMATIC
30 AINSWORTH AMBASSADOR MULTIPLAY
16 APEX Multi magic
16 db EGT
At the security you need to register yourself with a passport. Free soft drinks and coffee for players.
Open 0-24
Address: 1051 Budapest, Vigadó utca 2.

(I hope tripadvisor links are OK here)

The other one is Las Vegas Casino, and it is privately owned. It is located on the ground floor of a hotel. Based on the information on their web page they have 27 table games and 65 slot machines. It is also in the inner city just next to Chain Bridge.

Open 0-24
Address:1051 Budapest, Széchenyi István tér 2.

It is awful to see how poor the English web sites of these casinos are, but the casinos should be better than their web sites. Again, I think you just try which one do you like, and there should not be that much of a difference since the sample on tripadvisor is small.

I take it back. Didn't realise the slots only place had closed.

I lived in Budapest for 5 years from 1998 - Tropicana was around then but never went.

It happened in Q4/2012, quite in a rush, and it is not very well known outside Hungary. Here it is obvious due to the large 'For Sale/Rent' signs on buildings primarily designed for slots only casinos. Some more details here:

Let me add some more information for those visiting or planning to visit Hungary. There are not that much special things you should consider.
Hungary is cheaper than a Western European country, but cannot be considered extremely cheap.
Supermarket prices are about the same as in Germany for instance.
Services (i.e. legal, hairdresser, pumbler, etc.) are significantly cheaper, but this is more relevant for expats than tourists.
Restaurant and bar prices strongly vary, not always in sync with quality. In a typical restaurant a beer would cost about the equivalent of 2EURs in HUF (HUF600), but mostly in the range of 1.5-4 EURs. More than that is a rip-off of maybe a first class restaurant. A standard whiskey would cost 2-5 EURs in a bar.
A main dish would fall in the range of 5-30 EURs, but anything more than 15 EUR should rather be a specialty like goose liver.
Taxi prices: base price EUR 1.5, then about 1EUR per kilometer.
It makes no sense to argue with security guys, even if you are right, just follow their instructions, since their behavior might not always be up to the standards. Due to historical reasons, the English knowledge is quite low in the population over 35 years. When you need some assistance in English, you better approach younger people. In some areas like lake Balaton or near the Austrian border, you can also manage with German only.
When in doubt whether you were understood in English, rather ask someone to translate if possible, otherwise you might get something different than you wanted.
If you arrive by plane, make sure to visit the booth of the official taxi company at the airport. You pay at the booth, get a voucher which you give to the driver at the end of your trip.
