3Dice is one that allows baccarat .......but I'm not sure what kind of welcome Bonus they have anymore if any...they do have low WR , 10X or so, on their loyalty bonus and All games are allowed ....or at least they used to be.

Have you actually taken a look at this page?

If you have not, you should try having a look there. Just check for those who accepts USA players. The casinos under "Vegas Technology" and "RTG" do allow US players (quite a few).

Ok, none of them are accredited, but I believe all of the BetOnSoft casinos allow baccarat....such as Lucky Creek, Grand Eagle, etc.

All of their deposit bonuses are 20x D+B.....however baccarat only counts as 25%. Not sure if you can find a better deal or not....but im pretty sure no RTG or Rival allows baccarat (I could be wrong)

Again, they are not accredited, but most members seem to have had a pretty good experience with them.
