A player will probably see it as fraudulent attempts to obtain a bonus by way of multiple signups, false id etc, whereas a casino will view it more from the angle of a player who is attempting to take advantage of an offer in a less than ethical way.
The fine line on the latter is drawn when you try to define a "bonus abuser" from an "advantage player", the advantage player also potentially falling into the abuser category. An "advantage player" is generally one who tries to cut and run with a profit made from an incentive on a regular basis.
