While NYC is the hardest hit and definitely needs strict measures a town in rural Utah might not need it. They just need to make sure there is very limited travel.

Having filled up churches all around the country is still a bad idea tho, don't do that. Even if the situation might be better around Easter time putting 100s of people in a confined space is asking for a flare-up.

With only 2 cases it's still easy to track who they've been in contact with and quarantine, with 15000 cases like NYC it's nearly impossible and a lockdown is the best way to stop community spread.

Either way, at some point cities will have to lift the measures again and that's going to be the real test.

Not really.
People showing cold-symptoms and people over 65 (i think) have been told to avoid contact with other people as best they can.
We will probably reach a lockdown here soon enough.
