Its when even if you complete required WR, the bonus amount is removed/forfeit when withdrawing. It is never converted to cash.

Dr Vegas does this as one I can think of. 100% bonus - £25 dep + £25 bonus. The wagering starts straight off but if you withdraw (without touching bonus) then you have to minus the £25 bonus off balance when working out what you will be left to play with / cashing out.

Or If you just continue to play the bonus remains until withdrawal (and deducted from total balance) or bust!
