I believe you will have to save the file and the attach as an image to actual PM.

If you have the same option in the bottom that says Manage Attachment like you have in a normal post, then you do have the option.
I post more screenies and pictures in pm's than in posts so I know it works.

It can be that just certain members can do it. Experienced and above.

Yeah that must be it, I was looking for it but it seems I do not have the option

I've taken a look at this and have extended it to Full members and above. So it should be working for you now.
