That's better than I did... zilch for me... of course, I only had my usual 1 ticket in the pot of kazillions. LOL As much as I love to gamble, the lottery doesn't crank my tractor... and the odds.... hoo boy.... insanely bad. Makes me wonder about politicians that favor having lottery in their state, but think casinos or poker are 'bad'.
 
Well crud! I seen a winner in Kansas and thought for a sec I was rich, but no I am still sitting in the poor house. Oh well, I would rather work and earn my money than to be miserable for the rest of my life. :)

If you legally purchase a Powerball ticket, you can play the game and you can collect prizes. You do not have to be a citizen or a resident to play the game. You can be a tourist. That said, some states do have rules that seem to imply that a winner must produce evidence of citizenship or a federal SSN, but there are other ways to hold back taxes for a winner who does not have a U.S. SSN. Occasionally, some state lawmaker talks about limiting wins to U.S. citizens, but no laws have passed so far.​

Yes, non-US citizens can legally play, and non-US citizens are eligible to win any prize offered in the game.
If a non-US citizen wins, they would claim their prize in the same manner that a US citizen would, but the taxes withheld would be different. For example, federal withholding for non-US citizens is a flat 30%. Also, individual states may have different tax structures for non-US citizens than they do for US citizens. Depending on which country the person is a legal resident of, there also may be tax treaties between the US and that other country which could be helpful in offsetting whatever the US tax liabilities are.
In short, non-US citizens can play and win Mega Millions. If a non-US citizen wins a large prize, they will be responsible for some amount of tax, which in the end will probably be an amount similar to what a US citizen would pay, but there are so many possible variations with international tax codes that you'll need to consult with a local tax attorney if you need to know a precise amount of tax liability.​

Wow!!! the world amazes me. If a lottery can have that much prize pool that it could potentially bring some poor countries out of poverty, why can't they do a share off the prize pool ?

I always buy the Boystown, RSL lotteries where I know you could win a couple of Million dollar houses but it also gives part of the profit to homeless, elderly etc etc.... Why can't we have more lotteries like that?

Over 50% of the ticket sales proceeds go to the states and are used for education, the elderly, roads, bridges, the poor, etc. They received a pretty good windfall this past week and the rollover weeks.
