New Jersey had the chance to become the first state to legalize and regulate online poker games. State Senator Raymond Lesniak pushed the New Jersey Legislature to pass an online poker bill in 2011. It passed the state’s assembly and senate in a landslide. Tax revenue would have gone to the state’s ailing horse racing industry. Atlantic City casinos would have hosted the servers.
The bill was vetoed by Governor Chris Christie in March 2011. Christie did not agree with the legal opinion that storing the servers in Atlantic City would satisfy the state constitutional requirement that all gambling outside of the lottery and horse racing must be in Atlantic City. Christie called this opinion “legal fiction” at the time.
Lesniak pushed for online gambling again in 2012. The New Jersey Legislature passed a comprehensive bill that would have legalized online poker and casino games in December of that year. Christie did not approve of everything the legislature wanted. Christie conditionally vetoed the bill on February 2, 2013.
Christie made two demands. He wanted the tax rate to be 15 percent, as opposed to the 10 percent proposed by lawmakers. Christie also wanted more funds to go towards problem gambling. New Jersey Assembly and Senate members agreed to these changes. Christie signed the bill into law the same day.

New Jersey Division of Gaming Enforcement
The Division of Gaming Enforcement in New Jersey is in charge of enforcing the state’s laws and regulations regarding gambling. When it comes to the regulation, it’s the New Jersey Division of Gaming Enforcement (DGE) that’s been tasked with overseeing and regulating all types of gaming in the state.
The DGE wants to assist genuine, licensed businesses to succeed while cracking down on illegal, unlicensed businesses. In this piece, we’ll look at who the DGE is, what they perform, and how their complaints portal works.
About The New Jersey Division of Gaming Enforcement
The Casino Control Act, N.J.S.A 5:12-1 et seq. created the DGE in 1977. It was established to regulate and maintain the integrity of the casino gaming business in the state of New Jersey, and it works hard to provide players with a safe, crime-free gaming environment.
The DGE is responsible for a variety of things, including:
- License Applications: Any operator that wants to provide real-money casino games must apply for and get a license from the DGE. The Division thoroughly investigates All licensing applications and presents its findings immediately to the Casino Control Commission (CCC) before making a decision. After that, a judgment is taken on whether or not to award a license.
- Regulatory Enforcement: The DGE is in charge of ensuring that licensees respect the Casino Control Act’s rules, and they collaborate with law enforcement to prosecute any violators.
- Monitoring: The Department of Gaming Enforcement (DGE) examines day-to-day casino operations to verify that all license holders are abiding by the requirements of their licenses. When the DGE discovers instances of operators violating their licensing restrictions, it reports them to the New Jersey State Police, who then prosecute the cases via the Division of Criminal Justice’s Casino Prosecutions Bureau.
- Technical Services Bureau – Slot Laboratory: The Technical Services Bureau (TSB) is the official testing facility for slot machine games provided by DGE-licensed operators.
That’s the core operational background for the DGE, but it should be noted that the list of duties they carry out is no means covered entirely above; as the online casino gaming industry is always changing, so are the rules and regulations that govern it – and because of this it’s not uncommon to see online gambling regulator’s responsibilities changing frequently.
Provisions of a License
A number of requirements must be followed by all licensed businesses. The DGE, like other regulators, verifies that all licensees comply with all applicable rules and regulations.
All operators must now join a self-exclusion database, which is one of the most prominent licensing conditions currently in effect. This allows players to self-exclude from all operators who have received a DGE license.
All of an operator’s games must also be independently tested. This is done to verify that they are fair, and the DGE has its own testing facility. You can rest assured that all of the online casinos that hold a DGE license are thoroughly vetted and tested to make sure that they’re sticking to the terms and conditions associated with their license.
Disputes and Player Complaints
If a player has a complaint about a New Jersey Division of Gaming Enforcement-licensed operator, the player must first attempt to address the issue directly with the operator in question. This is fairly common practice in the world of online gambling, and we rarely see online gambling regulators offering solutions other than this.
If the player’s issue isn’t resolved this way, they may file a formal complaint with the DGE, which can be done online. There’s an online complaints form to fill out, and once you submit your issue through this form, someone from the DGE will look at your complaint.
However, as is the case with most online gambling regulators, there’s no guarantee that the DGE will specifically look into your case, and that’s one of the reasons why it’s so important to choose your online casinos wisely.
