How much oil does Uganda have?
Oil seems to be the main driver of whether atrocities are dealt with harshly.
Libya - plenty of oil, but dictator announces that the revolution is to be put down by killing civilians. Straight away, airstrikes are authorised to prevent such a massacre.
Syria, despot ACTUALLY starts murdering and torturing civilians to quell unrest, the western nations sit back and watch, expecting "nature to take it's course" and the despot to be overthrown.
Iran, sabre rattling about being ready to go in just because they MIGHT have the bomb, and are announcing that they have the same rights to proceed in developing one as does any other nation. Plus of course, loads of oil.
North Korea, probably the worst of all, they HAVE the bomb, AND the missiles needed. They have allowed millions of civilians to die whilst the leaders live a life of luxury, repeatedly threaten to invade South Korea to "unite the country". For them, nothing but rhetoric, but of course, no oil to be had, and a very expensive aid program likely were any action to succeed.
Many dictators stay in place because they have bribed the rest of the world with their cheap oil, a supply likely to be interrupted should there be a regime change, even to one of democracy.
Back on point, I have to say that I kinda like the idea of using today's global communication wonders to make an evil bastard or two notorious and place their deeds on record.
God knows there are enough of them.

Iran and WMD`s, why the hell was Bush Sr supplying arms to both Iran and Iraq if they were that concerned about their impending war machine going into motion?.
It used to be very much about oil, now it`s everything including class `A` drugs, the CIA have pretty much had the stranglehold over cocaine since they assassinated the man and his cartel responsible for producing over 80% of the worlds cocaine (Pablo Escobar), now things are looking good for their huge slice of the heroin pie.
As far as "Looking out for the little guy" NATO bollox goes, where was the world police squad when China invaded Tibet? or Russia invading Afghanistan (apart from the CIA created Al Qaeda) to name just two of the savage atrocities we turned a blind eye to.
