Unibet, WilliamHill and Betway websites blocked in Lithuania

This morning I tried to login to Unibet and WilliamHill, but was redirected to hxxp://blokuojama.lpt.lt/and saw such message:

"You have been redirected to this website because the website you are trying to reach is being blocked because it consists of illegal remote gambling.
Information about website which is being blocked you can find here.
If you have more questions please contact Gaming Control Authority under the Ministry Of Finance of the Republic of Lithuania..."


My first reaction was WTF :what:

So I called Gaming Control Authority to try to find out what is going on at all.

I explained situation and asked: This is legal at all? :)
On the other side Lady told me that from 1st of January 2016 there are changes in Lithuanian Law and now all companies must obtain license if they want legally provide services to Lithuanian customers.

I told her that as I know, both Unibet and WillHill have Maltese licenses.
And Lady told me that Maltese licences not "valid" anymore in Lithuania.

Well, that mean that all companies that have Maltese, Curacao and other licenses will be blocked too?
She said, that if they will not get Lithuanian licence they will be blocked too when Gaming Control Authority will get Lithuanian court decision.
She also said, that same practise already was taken in Latvia and Estonia.
