There have been a couple of scandals involving the Topgame software in the past and it seems their software is still finding itself in the hands of rogues.
That said there is probably no software provider that does not or has not had a rotten apple or two or twenty in the barrel so I wont go overboard on in my criticism of them.

The latest offenders and Casinos to avoid are Aztecasino and Casinostates.
Both of these claim to be licensed by Gibraltar Regulatory Authority but neither are - in fact the GRA have a warning up on their site about this.
Lying about your license is obviously rogue behaviour.
From Casinostates about us page;

CasinoStates is a wholly owned subsidiary of Proxima Technologies Ltd., a Cyprus based company.
CasinoStates.com operates under a license granted by the Gambling Commissioner, Gibraltar, a self-governing British Overseas territory and a member of the European Union and the OECD under Top Game software operation license.

There is no such person as the Gambling commissioner of Gibraltar. Licences are issued by the Gibraltar Regulatory Authority.
Also when the following level of English comprehension is displayed on the homepage it is time to worry;

Casino States is the newest online casino, offering state of the art internet gaming experiance. Casino States prtovides a collection of the most favorite
casino games for the online casino player, including Blackjack, Roulette, Online Slots, Video Poker, Baccarat, Craps and Keno. Casino States is also
offering a prompt and professional support, available to all visitores 24/7. The Casino accept US Players.

Those are just the spelling mistkes(;)) - never mind the context!

and here is a little gem in Aztecasino casino;

If you send us in your documents for successful Credit Card deposits we will credit your Mayflower Casino account with up to $50 free bonus!

I know CM has a warning about Topgame being blunderers but perhaps it is worth tossing a couple of their casinos in the rogue pit for good measure.
People need to know to avoid these places.

Greetings,

I agree (it's hard not to) that somebody from CasinoStates and Aztec need to do a little QA of their sites to avoid those spelling errors and of course I will inform them immediately.

However Rusty, Part 1 section 6 of the Gibraltar Gambling Act 2005 establishes the Gibraltar Regulatory Authority as the Gambling Commissioner.

But thank you Rusty for pointing out those spelling mistakes, I'll talk to the guys at Aztec and CasinoStates

Hi Oliver,

Are they licensed in Gibraltar?

I will double-check, but as far as I'm aware they are
You've got to be kidding me! You don't know whether or not one of your misspelt casinos (Aztec Asino) is licensed in Gibraltar? I would have thought that would be pretty big news since it would be in the league with Bet365, Carmen Media, 32red, Ladbrokes, etc.

I'd be screaming to the hills on that one.

Thank goodness for Google cache. Looks like the casinos scrambled to take the Gibraltar references down.

Player: where are you licensed?
Casino: Aztecasino operates under a license granted by the Gambling Commissioner, Gibraltar, a self-governing British Overseas territory and a member of the European Union and the OECD.
Player: But the Gibraltar Gaming Commission doesn't have you listed!
Casino: Listed! Who us? What are you talking about? License? We no need no stinkin' license.

You guys were correct, Aztec are in fact registered in Costa Rica. It looks as though the same content writer was used for these sites and didnt check his facts. The t&c's, however, do say where the casinos are registered.
It was an honest mistake to make, and it is being fixed as we speak. All TopGame casinos strive to be as honest and transparent as possible and have no intention to mislead any of their players.
I appreciate you guys bringing this to my attention, this matter is being dealt with

I wish I had a nickle for every time I've heard this excuse "Our content editors made a mistake..."

Nothing personal here, but I believe this "mistake" was intentional. And it probably was a deciding factor for a number of players to download the casino. There is no acceptable excuse for a mistake like this to go unnoticed. The screenshot I have for CasinoStates.com goes back to April. Are you telling me no one from Top Game has checked the site since then?

Uh huh....welcome to the forum Oliver. Please take a look at this thread where back at the beginning of June, Aztec/Topgame was claiming to be licensed in Gibraltar:

https://www.casinomeister.com/forums/threads/aztecasino-refuses-to-pay.38265/

I deposited back in Feburary with Aztec as after meeting their paythough requirements i tried to cash out.

Months went by with little to no communication, then I get a email from Jon claiming a review of my account has been done and there are "irregularites" and they are not paying me. I ask for an explination and they REFUSE. He then offers to me that they can do another review. Well now they wont even answer my calls or email.

I have been in contact with TOP Game Solutions who at first were helping, now they have gone radio silent as well. They claied that they would get involved if the operator confiscated my funds for no reason. They do not anser my emails now either.

Aztec claims on their webasite to be licensed with Gibralter Gaming Commision, i called them and they are in fact NOT licensed there.

Oh, and since June 2nd, this player claims to have only received a partial payment on his cashout, and as of yesterday (July 12th)...that's five weeks and counting..he's still waiting on the remainder. Dead silence from Topgame and Aztec.

Please people, do not play at these places until they can prove that they are on the up and up ie. not making claims of being licensed in a reputable jurisdiction when they are not, paying players in a few days (or less)...not weeks or months, and CS that actually has a clue and can offer assistance. I won't even get started on the software issues they've had...and the 600K of progressive funds that were never replaced.

EDIT: I just read Bryan's post, and it looks like he was right about at least the player I referenced above..who probably only played at this casino because he was under the impression they were licensed in Gibraltar. It was only since he has met with this wall of silence from Topgame and Aztec, that he decided to call and actually check. I wish I had remembered that thread earlier...I wanted to advise him to PAB so that Max and Bryan could see it.

Wish I had seen that thread earlier.

Me too. And I'm the one who is always telling people to bring stuff to your attention if they think it's important...cause I know you can't read every thread.

Like I said, meant to tell the guy to PAB so that you would be aware...then I got doing something and it slipped my mind until I saw Rusty's post...and the Gibraltar thing rattled my memory.

Big, big difference between Costa Rica and Gibraltar...not even in the same ballpark. One licenses, regulates and mediates. The other? Not really sure.

An honest mistake claims the rep.

However, it got as far as the GRA issuing a warning on their website. Surely this is because the GRA could not get anywhere with more friendly means, such as asking the casinos to remove the claim from their websites.

It took the inevitable public exposure of this "mistake" to get the owners to remove the false claim in a rush. It seems this was an INTENDED mistake, used as both a lure, and a cover for the fact that they were effectively UNlicensed by ANY GAMING regulator, being based in Costa Rica. On top of this, they were behaving badly, with many player complaints.

It looks like they chose Costa Rica to make it easy for them to screw players, rather than cut costs.

I cannot even see how a "content writer" could EVER make such a mistake, UNLESS he/she was FED this false information from his employer, and asked to include it on the website. A content writer would NOT simply make such a thing up in the absence of such information in the brief, they would ask what to put, or put nothing in the draft.

We have all seen this "content writer" excuse rolled out as a last ditch attempt to pass the buck when there is no way to wriggle out of a bad situation. It didn't even work for Jackpot Factory, so is hardly likely to work for Top Game.

Now, Top Game will have the sleuths looking at their claims in much greater detail, so they had better make sure they have corrected ALL the errors, including the deliberate ones, before they too are exposed.

Thanks to Bryan and Pina for relating this to that other thread which I must of missed completely as well.
This was new news to me but at least the Casinos have now corrected the "errors" which is the important thing - lets hope this player can get paid now as well.

Also thanks to CM for putting the warning out on these Casinos - I think it is well warranted.

I am still bemused by Topgame though as on the one hand they can be quite responsive and they talk the talk but on the other they keep messing up badly.
I would probably give them the benefit if the doubt if it wasn't for the Jackpot money they appear to have stolen - always worth reminding folk of that Pina

So far in the last month I've had emails from 3 different Top Game casinos with free chip bonus offers to create and account and all 3 claim that the bonus is no longer valid when I go to check them out. One was the same day I received the email. Another was one day later.

This is how my 10 minute conversation ended with BlackLights Casino after receiving another one of these free chip offers.

skiny 00:07:55
So BlackLights sent me an invalid offer.
skiny 00:07:58
Correct?

skiny 00:08:14
And this is not dishonest?
skiny 00:08:42
People are supposed to trust a casino that can't even respect it's own offers?
Andrew 00:09:19
if i will give u 5 you will leave me alone?
skiny 00:09:24
HA!
skiny 00:09:31
Now that's funny.
skiny 00:09:51
So first you send me an offer that you have no intention of allowing me to claim and then you insult me.
Andrew 00:10:16

I even emailed this conversation to the casino to see what they thought and they didn't answer the email.

No wonder I stopped gambling online.

Is it just me or has online gaming totally jumped the shark worse than ever? I sure seems like almost everything is in the shitter these days and seems like even the good casinos are just hanging on by a thread. You can't trust Rivals, now Top Game and haven't been able to trust many, soon to be most, of the RTG's for quite awhile. What does that leave left for those of us in the USA? Most of us are going to have to find new passtimes at the rate things are going.
I'm heading out to the Indian casino and if I win something I will get paid tonight. :)

What is wrong with this cs person????? Skiny didn't even get to being genuinely snarky.

Plus the added insult is in the cs thinking the player is desperate enough to grab the 5 bucks, what a joke!

I am glad I have quit gambling, dealing with snide cs people is like the icing on the cake, along with all the other negatives going on!

You'd think at the very least the casino would have emailed me back after reading that conversation. It's sad when casinos have to try to lure people in with 5 dollar chips and then try to convince them to take some stupid deposit bonus.

I have pending cashouts @ VegasCasino21 and 21 Dukes , and to be honest i feel like ill never get my winnings . Why ? they ask for scanned id more than once . They told me that i have to fill some kind of form with my details , i have to mail their support and ask for that form . I did that like 5 times already , no reply .Topgame software was made for rogue use if you ask me . I can`t find one single topgame based casino out there where i can actually play and withdraw . They all give freechips , just to make you login from time to time , not to mention all the crappy emails with innexistent bonuses , and the fact that some share your details and email adress with other crappy casinos and affiliates which are also rogue . I had a good experience with Blackdiamond back when it was topgame , and thats about it . The fact that they switched to Rival says it all .

This "bait & switch" approach is looking more and more like a DELIBERATE POLICY rather than just the "odd mistake". If you are quick enough to act on the same DAY, and even then find the offer has "expired", it clearly never existed in the first case.

They should be HONEST, and spam the DEPOSIT bonus that they are REALLY offering. They probably think that the "switch" part works better when the player has already installed the casino & created an account.

About Aztecasino and Top Game

Top Game owns Aztecasino. They are really funny too.
Look at the name and address, John Doe at Baker street.

I don't have time right now for the exact link, but did you know that by providing false WHOIS information when registering a domain, they can revoke the domain?

I don't think it's automatic, though, and they actually give the registered owner a chance to provide true and accurate information. At least then we'd know who *really* owns these domains.

I believe you can file a complaint directly with the registrar (where they registered the domain, such as godaddy, etc.)

Seems FRAUD comes naturally to these guys. First, they get caught pretending to be licenced by Gibraltar, and now have been caught providing false WHOIS information for their domain.

It would seriously inconvenience them if their domain was revoked though, because if the contact information is false, the registrar will not be able to contact them to ask them to correct the information, nor even prove it IS correct, and might simply take the domain down.

Using "John Doe" is not even creative, it LOOKS fake even before any kind of investigation.
