Start Your Own Casino was what came to mind for me. Okay, here is my analysis of the screenshot and why I don't think it's RTG:
1) You can only make out the names of 2 of the games, near the bottom. The bottommost one which is not blanked out is Deuces Wild Video Poker, and the one above it is "Jokers Wild Video Poker". I will point out that RTG calls this game Joker Poker and not Jokers Wild Video Poker. This is of course not to say that the name can't be different in the back-end than in the front-end, but it helps reinforce the other items I list below.
2) The "Pay Outs" header immediately above the drop-down menu leads me to believe that all of the games in this section are Video Poker games. If that's true, it means that these payouts shown in the drop-down are also for Video Poker games.
I extracted payouts for RTG Video Poker games from the data I gathered when I built my Video Poker database. The max-bet payouts (which are presumably what the figures shown in the dropdowns correspond to) currently in use at the casinos I looked at are:

None of the payouts above match any of those listed in the exposed drop-down. The closest match is the 96.6% in the dropdown vs. the 96.6633% from my data. But because all the other entries in the dropdowns have 2 decimal places, this indicates that the 96.6% is really 96.60%, which is quite a ways off from 96.6633%, and such a difference could not be due to rounding. This does not necessarily prove that the game corresponding to the drop-down is something other than Video Poker (it could be slots), so we'll move on to the games we know about.
3) Jokers Wild (Joker Poker) - The figure shown in the screenshot is either 95.16% or 96.16%. My database indicates that 98.4734%, 100.0934% and 100.1614% are the three payouts for the paytables currently in use at the RTGs sampled.
4) Deuces Wild - The payout percentage shown in the dropdown is 96.08%. My data indicates that 97.3285% and 98.9131% are the two paytables in use.
Regarding #3 and #4, this is also not hard proof because there could very well be 5 levels but no casinos use anything other than the 3 highest levels.
However, the lack of even one match between my numbers and those shown in the screenshot, leads me to believe that this is not RTG.

So who is it? Well, I started comparing the payouts in the screenshot against my database. Here are the results:
- The figure in the screenshot for Jokers Wild does not match the payouts for any Joker Poker game in my database
- The Deuces Wild payout in the screenshot does not match any payout in my database for Deuces Wild
- None of the payouts in the exposed dropdown menu match ANY payout in my database.
My conclusion? It's not RTG, or any other reputable software provider. This leaves a few possibilities:
- The screenshot is of StartYourOwnCasino or some other shady software
- The payout percentages shown in the screenshot were not calculated with WinPoker (which is what mine were calculated with)
- The screenshot is a fake
