Good question. Short answer is that a slightly higher number of the actionable cases were classed as "fraudster" this year as compared to last:
  • 2012: 8%
  • 2011: 7%
  • 2010: 6%
  • 2009: 11.5%
  • 2008: 10%

TBH I think there's a good 2-3% variance in those numbers for any given year due to fluctuations in the Terms, my diligence in fighting the cases, and forum shenanigans that spill over into the ongoing PABs. As to that last point, if someone is outed as a fraudster on the forums -- PAB BS, multiple-accounts, etc -- then their PAB case typically gets flagged accordingly. It's my impression that there was a little more of that this past year.

I should say that statistics is not my strong point and the terminology often eludes me. What I mean is that this year's number, and the years before for that matter, are +/- at least 2 percentage points. So it would be something like 6-10% for this year, 5-9% last year, etc. Yes, a wide margin of error. It's the nature of the beast I'm afraid.
 
Many thanks for your report and analysis, Max - it makes interesting reading, especially in conjunction with the KGC dispute stats published earlier in the week - the combination helps give a wider appreciation overall of the disputes scenario.

If you have the time I'd love to hear your observations, should you care to share them. If not I understand perfectly, no problem.
 
One thing I'd like to add is that the PAB report includes only those complaints that have been submitted via the PAB service. It does not include the complaints being posted in the forum - the traffic in the forum has significantly increased from last year. A drop in PABs could mean that casino reps are more attentive and jump on the resolution train as soon as the complaint pops up in the forum.
