Personally ...but that's just me, I'd say staying within the law, is always the wisest move.
Giving advice on breaking the law is also not, in my opinion, a wise thing to do.
That said, hiding your IP address might not be something casinos would look upon with joy, as they use your IP address to make sure you are who you say you are, and that you are where you say you are.
All in all, I think it could cause you a lot of trouble doing something like that, especially in case of a big withdrawal, where I'm pretty sure, they'll see that you're doing something abnormal, and would wonder why. Usually, if they start "wondering", doesn't excactly speed things up in a good way, and no matter what, it would be an excellent excuse for them not to pay you.
Neteller have pretty solid anti-fraud measures (unlike Skrill ) as so probably blocked your transaction because the deposit attempt is coming from a different country to your registered address.4 times it was declined and what annoyed me most about it is that NETELLER charged me each time totaling 7.70 sterling.
I wrote and complained to NETELLER yesterday and now it seems that they want to ignore me as I've heard no reply from them.
On the other hand I already have a PAY PAL account. Does that work as good as NETELLER?

I would suggest that it is not a good idea. Are you saying you are I.P blocked because of your government or that casinos do not accept players from your jurisdiction.
If it is that casinos do not accept players from where you reside then, the chances are that the casino will deny you payment based on the country you reside anyway.
If it is to claim multiple bonus offer, then its definitely a no no.
If it is illegal where you live, how do you get gambling transactions through?

Do you mean that you will cross over to Cambodia just to be able to sign up and play online?
You still have to give the casinos your real adress, and be able to send in documents that verify that you are who you say you are. Not all casinos allowes you to play from any other country either, so you will have to tell them why you're doing what you're doing. Not a good plan I say.

Although Neteller work 24/7, I don't think their e-mail response time is that great. Whenever I had a problem with them, using the phone was much better and they always got me sorted out quickly.
(My problems were all due to accessing my Neteller account while I was on holiday in a different country from where I live)
PayPal is only an option at a handful of UK based casinos - mainly the ones who also have Sportsbooks.
The vast majority of other casinos will not accept payments by this method.

All online banking establishments have stringent security software guarding them, and I would imagine the banking sections in casinos also use similar protection ware, this software will take milliseconds to notice you are hiding behind relayed proxy servers and the alarm bells will ring.
Absolutely correct! I fully agree with you. I have been in touch with a couple casinos which have been given the green light by CM and they have given me the options from Cambodia which will work well enough
