I have been using Skrill since 2012, and you can upload funds. But you have to upload funds via bank transfer.
You are correct in that you can't load it with your visa card, and that is because of the gambling law introduced in 2010 which prevents all Norwegian banks from processing gambling related card transactions.
I've been wondering about this option. How fast will your Skill balance be updated after the transfer?

Some Norwegians use Ticket Surf , you could find some casinos that have that payment method.

True even though the banks are not allowed to do direct gambling transactions the casinos get around this by using third party processors like ticket surf, fundsend, swiftvoucher etc.
BUT these are all expensive for the player since most of them process in Euros and the casinos often take an additonal 2.5% deposit fee for cards, and withdrawals back to the players bank account often incur additional fees related to currency exchange since most casinos use banks located in Malta and send the money as Euros.
So the advantage of using an E-wallet is that you don't have to pay loads of fees and you get the full amount in NOK when withdrawing.
