Not defending the WHO, China or anyone else.
Between Taiwan reporting to the WHO that human-to-human transmission is potentially happening and China+WHO confirming it were 6 days.
You can read on the WHO website what the procedures are to declare any of the things which come along in a global health emergency/ global pandemic. They have been developed over decades by all nations who are part of the WHO with updates being made after each incident to improve the response.
Every year, you have hundreds of clusters of pneumonia, strange illnesses, etc., none of them reach the level of a global health emergency, let alone pandemic level. Confirmation of any part of a disease is vital to get the best possible response, publishing half-baked details will not help and cause more confusion.
And, repeating myself, a top US CDC official assigned by Mr T is on the WHO board. Why did he not sound the alarm or published anything that would point to the mistakes/cover-up etc the WHO is being accused of? As usual, they are acting or interim assignments as he's not capable of filling important positions in his administration. Here's the current WHO board:
BTW, the US is funding only about 10% of the WHO yearly budget of $5 billion. The contribution rates have been agreed between the members and are updated on a regular basis.

Is there room for improvement? I am pretty sure there is. Was China always clear with information? Most probably not but all nations had on 22nd Jan the confirmation that human-to-human transmission is happening.
China went into lockdown, a few other Asian nations too. Most of Europe and the US wasted another month and more before doing something proper. Mr T was telling the story of a miracle that will see it go away.
