Registered members can view them. Fully registered members can begin their own - but cannot add comment to other's.

Meister members, Senior members, I-Gaming reps can create their own and comment on others.

Actually, on the stats-bar on the forum home page, there is an option for Blogs. I'll be adding this when there is more than two
