At what point is a (lack of) flushing policy rogue?

I live in a regulated US market. I requested a withdrawal 4 days ago. It was still showing as pending and reversible. I went to live chat and was told that there was no way to flush the withdrawal. On day 5 it is still pending.

Beyond the fact that if I played at an offshore I would have already gotten paid, is a casino refusing to flush and allowing a withdrawal to sit for 5 days in that position considered rogue? I have been outside of the casino side of things and appreciate some help to reacquaint me.
 
It depends what it says in their T&Cs about cash-outs. It's not rogue if they haven't considerably exceeded their stated time-frames.
If you want the members here to give a fair judgement, you need to post ALL the cash-out T&Cs or name the casino.

"Flushing" is a sort of "optional extra" some of the better casinos offer - I don't think you'll find it in the T&Cs of many casinos (if any).

The site does not discuss withdrawal times in its T&Cs, but support does not quote accurate speeds. I am really asking if flushing is common or if sites that do it are those that are simply those that go above and beyond.

I'd say those that go above and beyond offer the option to flush. They are really going out of their way to satisfy their players. I don't think there is any point that casinos are rogue for not flushing as long as they stick to their stated time frame on withdrawals. Flushing is optional.

You say you are in a regulated US market, I believe there are only 3; New Jersey, Nevada, and Delaware. Whichever State you are in should have very strict regulations concerning every aspect of casino operation and rogues should not be possible. I know they are not possible in NJ and the only way a withdrawal can be held up is if there is a problem with the players identity or if their deposit is questionable or not clearing.

Check with the State's Casino Control Board if flushing is legally supported or if you think they are jerking you around.

I don't believe flushing is possible in NJ, however, none of my cash out requests took more than 48 hrs. to be processed, most have been processed in 12 hrs. or less.

Well, I'm not sure what site it is, but I certainly wouldn't expect 5-days plus pending to make it an accredited casino given that withdraws need paying in a 'timely fashion'. The thing is, asking for a flush tells an unscrupulous site you're liable to fall to temptation and reverse so may actually make them 'forget' it even longer. Not all accredited casinos flush, and yet some 'proceed with care' casinos do.
There is no provision in casino terms which means they are obliged to though.
