is it possible to work in the EU territory having it? What makes it different from others jurisdictions?
Mostly, no, not legally in any case. It's the same as asking if it's OK to work in the EU territory with a Kahnawake licence or your favourite, a Curacao licence.
In order to benefit from the "free market" aspect of the EU, you have to be based in one of the countries covered by this agreement. Most casinos have chosen Malta, and have their primary licence there for their EU operations. Some countries also require that you are licenced directly on a secondary licence basis, the UK being one, but France and Italy also implemented something similar.
In theory, it might be possible to have a primary licence under First Cagayan and a secondary UK licence that would allow you to operate within the UK. However in practice it would depend on whether or not the Cagayan licence itself is considered to have been issued by an acceptable jurisdiction. I am not aware of any casinos claiming a primary licence in Curacao or Costa Rica and successfully obtaining a secondary UK licence, so it seems that there are certain criteria regarding with primary licencing jurisdictions are going to be acceptable.
As the rules differ between different EU states, the safest option is probably to get a primary licence from somewhere like Malta, and from there apply for secondary licenses where necessary, or operate direct to EU countries who don't have this additional requirement.
Any PLAYER who comes here asking for advice about playing at a casino "Licenced by First Cagayan leisure and Resort Corporation" will probably receive the same advice as would be given were they asking about a casino "Licenced in Curacao". Such advice is unlikely to be of benefit to the casino ;-)
