Are people better protected in a gambling monopoly?

I wanted to start this poll for some time now. The latest post from @trancemonkey reminded me to do it

Honestly whats the point in all these casinos. Why everyone not just use William Hill

It was a big surprise for me when EU decided (around 2011 I think) that "for the better protection of people" states are allowed to have a gambling monopoly! :eek2::eek:

I was hoping for open market and common regulation across EU and insted we got "do whatever you want, but please say that you do it for the people".
A relatively recent decision from the European Commission specifically said to the industry "stop bothering us about gambling monopoly".

So what do you think? Is monopoly good for the people?
 
About "Other":

It can be anything but I had in mind some tricks that are used (like high taxation and over - regulation) to effectively create a monopoly but pretend there is an open market. :rolleyes::rolleyes:
Like the UK.
