Actually, the clocks ARE scatters because they count if you get 3 or more ANYWHERE on adjacent reels.

The Cats (on Witches Wealth) aren't scatters because they have to be on a win line.

That's not possible. There is only 1 scatter per reel - and definitely not stacked.
If that's what you really saw on your screen - it must have been a display glitch.
