this should be the reason. but it seems that the dealer doesn't need to play one of his holecards ...At least one of the Player's hole card must be used to form a winning combination.

Initial Bet: Players hand is formed by using his/ her hole cards in combination with the community cards. At least one of the Player's hole card must be used to form a winning combination.
especially noticeable when the 5 community cards are a pat hand of some quality.

I had never seen more strange rule when with fullhouse on flop player busts with high card (Ace) higher than dealer have!

Seems just an oversight in writing the rules, rather than a deliberate 'rip-off' game.

That's a good point. I don't care to work out the exact numbers, but it would clearly have an influence. I edited my post.Did you take the possibility that the board makes a pat hand and that a player still makes a better hand (for example higher straight) into account?
