What would it take to end Rogue casinos

I have been thinking, since we know that most rogues operate from Curacao etc. What would it take, realistically for a huge blow to the rogue industry? Eastern countries changing their laws? If so, has this ever been explored? Surely these countries know that most illegal casinos operate on their soil for that reason.

What other actions would hurt them, slot providers vetting operators/pulling games from frauds? Payment operators closing down rogue casino wallets?

What do you think is the most realistic and what the most devastating blow to rogues?

Stop playing at rogue casino's coming from Curacao or other vague country's that are just there to bypass laws or tax etc.
