Yes, the odds are the same. Why would they be any different? Just because you never see that happening doesn't mean there's any less chance of them coming out than any other 7 random numbers.
Now, the odds of the numbers 1,2,3,4,5,6,7 coming out in order ....well....that depends on how many total numbers there are in the draw.

I believe it never happened in a single lottery draw in the world, so I do not believe it is just as likely. If it is - I believe there is something seriously flawed with our perception of randomness.
