seriously, i know of a few untrustworthy casinos (imo) that have the 0.10 ct minimum on roulette, i always wondered why the bigger, better and ofc. accredited ones dont also present this.
glad to be corrected if i'm wrong, detailed corrections would be nice ^^

Not checking all the accredited casinos for you, but I'm sure some do have small chips for Roulette.
