I don’t understand how these casino’s are able to stomach what amounts to 2-3 years net profits in fines and still continue trading?

Because, like with any fine, the amount won’t need to be paid in one lump sum.

In fact, when all said and done I’m not sure how much legal power the regulators have in enforcing payment.

The biggest threat is termination of license. However I’d imagine certain operators could feasibly just rack up fines and then pull out of the market in question.

Nope. There is an EU-wide mutual enforcement of County Court Judgements so the operator could be pursued anywhere in Europe nearly. As this would also apply to corporate malfeasance.

But even a CCJ wouldn’t preclude the operator paying instalments and that was my main point. It’s not like the money has to be paid in one lump sum.
If the company ends up going broke then I can’t see how it would be treated any differently to personal debt i.e if you haven’t got it they can’t have it, ultimately.
