Some RTG sites will cap your bet size on certain games such as 777 and The Three Stooges. When they cap your bet on 777 you are kept from having a chance to hit the Jackpot. I'm guessing this happens when your deposit to win ratio is unfavorable to the site. Just another way for RTG sites to screw you over.

In that case if it were me, I would have that game in my rear view mirror and move onto another one. But I get it, if you particularly like that game, that is a pita.
