I agree with both. I read in another post that RTG operators can adjust payout percentages not only for each slot, but for each bet size within each slot. For example, $1.00/spin might be set at 97% while $10.00/spin might be set at 98% for the same game.
I had thought that all RTG casinos had the same crappy, tight-ass slots until I signed up at iNetBet a couple weeks ago. (Note, this is not an advertisement, spam, or other B.S.) I had only deposited $50 (no bonus) and started playing my usual $0.20 per spin, but that was pretty boring. So I upped my bet to $1.00/spin which I would normally consider quite "dangerous" with such a small bankroll, but I was actually surprised because I was hitting features quite often. By the end of the night, I had played every single video slot at least once, and got the feature at least once in
every single one of them. I ended up cashing out $400 without ever having played anything other than the video slots.
So, while this is not exactly "proof", it certainly convinced me that individual RTG operators can adjust their slots as they see fit. I would bet that one of the reasons iNetBet is a notch above the other RTGs is that they have more realistic, vegas-like and player-friendly slot payout percentages (although I have no proof of this, just my own experiences). I have not yet signed up at Bodog but I would expect to experience similar results there (not necessarily turning $50 into $400, but at least being able to hit a freakin' feature every once in a while). I have played at Casino Extreme several times and very, very, very, very, rarely have I ever hit a feature on their slots. Even when I did it was maybe only 2x to 5x the triggering bet size - big freakin' deal.
So, based on my experiences alone, I would guess that RTG operators can adjust the payout percentages of "normal" play (not during a feature), as well as how often the feature(s) will hit.
