Question regarding rakeback

Hi @ all,

I recently heard that there were some pokerrooms that forbid their affiliates to offer rakeback to players. Maybe I'm just too dumb, but I don't get it.
If I as an affiliate decide that it's okay for me to give "my" players a part of their MGR back in the form of rakeback, why does party poker for example care about that!?

I mean, if I get 30 % of the MGR the players created, it should be up to me to pay them 20 % of it as rakeback, right?

So can anyone help me to understand this?
 
Larger affiliates receive bigger commissions, and thus may offer more rakeback. It repels many beginners and small affiliates, and that is not very profitable for poker rooms. Moreover, the desire to offer the best conditions (more rakeback) significantly reduces the commissions of affiliates, and hence their motivation.
